Cannot build in newly won sector

Earlier today I defeated all the bandits in an area and then found out that when I went to build woodcutters etc I am unable to do so.

Do you have to be a certain level etc?

You need to build a storehouse in the newly obtained area first. Then you can start to build resource buildings etc.
