If I hover my mouse over the settler in the topbar, it says "population limit: 240", if I then places a Noble Residence the tooltip changes to "population limit: 270" before the building starts to build. When the building starts, the tooltip goes back to "population limit: 240" and returns to 270 when the building is completed.
