Missing Settler - My bakery doesnt begin to work

I build a bakery and upgrade it to lvl 2 but its not working. It says that there is missing settlers but i have free settlers available...

refresh .... then you'll see if youve actually got settlers left

I got same problem and i am sure i have settlers...

Have you tried emptying your cache and cookies? This often helps.

Well deleted cache and cookies.
