Mayors house / settler creation time

If i upgrade Mayor's house to lvl2, will i have a new settler in every 7.5 minutes?

no... the settler time stays the same unless you use a love potion

mayor house has nothing to do with settler spawn rate or max number of settlers, upgradeing mayor house just gives you more storeage space to store your resorces etc.
Building or upgradeing residences will increase your settlers max population.

Bear in mind, it takes less resources to upgrade your store houses.
