Whisper Chat is flashing but there is no message inside

My whisper chat is flashing, but there's no one there! Help chat suggested it is a bug.

If so, how do I fix it?

It's not really a bug. It indicates that someone whispered you when you were off-line.
The way to clear that flashing is to whisper yourself.
