moving military from mayors house to garrison

can someone please tell me how i move my soliders/bowmen from mayors house to garrison so i can win a fight against bandits?????

You click on the garrison, then use the sliders to allocate troops to the general.

Maybe he hasn't even garrisoned his general yet, you need to click the general from the star menu and place him on the map before you can assign troops to that general.
