Are tools better produced in the provision house before level 19?
No. You need copper for bronze swords. You need the whole whopping copper industry to grow.
Are tools better produced in the provision house as soon as you want to stop producing bronze swords?
Yes.
There is some simple math behind it all. All numbers given below are in resource/hour.
A single Tool Maker takes 6 minutes to complete a tool. That is 10 tools/hour.
It needs 10 copper ignots/hour. A melter requires 10 copper ore/hour and 10 coal/hour.
To provide for the coal we therefor need 20 planks/hour. For the copper ore we require 0.4 planks/hour and 0.6 stone/hour, but we'll ignore this.
All in all you need a minimum of 3 settlers for your copper industry of a single Tool Maker as both the coal and copper ore are gathered 2x as fast (counting for 0.5 settlers each instead of 1).
If you want your provision house to make 10 tools/hour, you need 30 planks/hour and 30 stone/hour. Take note that you gained 20 planks/hour by making the coal production obsolete (you don't tear down the wood buildings of course)! So you stil need 10 planks/hour and 30 stone/hour. At a rate of 20 planks/hour, 40 wood/hour and 20 stone/hour you only need 0.25 woodcutters, 0.5 sawmills, 0.375 foresters and 1.5 stone masons. This sums to 2.625 settlers.
So for less settlers, you get the same amount of tools and no longer need your copper industry at all.
You lose:
A reliable over time income of tools. If you are into that kind of stuff.
You gain:
0.375 settlers.
Not having to send out your geologist every few hours.
The flexibility to create tools only if needed exacty when they are needed.
The flexibility to produce more marble and hardwood in the provision house whenever you don't need the tools.
If anyone has some input or comments on this, I'd be glad to hear them as I am currently really considering removing my copper industry altogether.
