I can not use counterfeit membership on a guild house where I want to join.....

You can't gift it once it's in your inventory. You have to gift it at the time of purchase.
Only the guild leader can apply the membership certificate.

Talk to the guild leader. You can spend the certificate on the guild when you are a member.
