Veteran General - how do I get one

While attempting to fight 1 x Chuck + 100 Roughnecks I was beaten and the Chuck immediatley recovered meaning that although my 200 Militia almost killed him I now am back to square 1. Steel swords are too expensive so my strategy is to use more troops and the veteran general would accomodate 250 soldiers.

You can take some of the roughnecks out using cavalry.

Generals with 250 troops can not be acquired using regular means, only during special events.
