My level 3 farm does not get a settler?

I have this one level 3 farm which dosnt seem to get a settler into it. All my other farms work fine and i do have available settlers.
Something fishy is up here

Hello, I have the same problem. I build the toolmaker when I don't have settlers available, and I upgrade the building to level 3 with new settlers available, but they don't want to work (are they on strike?)

I can add that i have also found an upgraded well which dosnt have a settler. This seems even more wierd as the well isnt full so a settler must have been there at some point. Any help appreciated :)
