Paper chase bug

I finnished the second chase easily, after it something happened. I got an email with ten gold but I dont remember what it said before I deleted it by mistake. Anyways the quest wasn't completed and I got the second chase quest again, but no paper nor no availability to go to the island (yes I checked in the quest log).

Please help me, I really want those fine eggs :)

That's the reason why you can buy the maps for 1 fish in the gem shop.
