If you are active player, you have branch office, you have 400coins to pay leader so he can add new member (if guild is not full, max 100)

and you like co-operative with guild and you send good application, Guild Leader probably invite you in guild.

Note - not all guilds require 400 coins - always ask before sending money!

most guilds that have over 15 members reguire that 400 coins, if guild members are not collecting them together.
But you are right, some guild you don't need pay 400coins.
