Cannot add resource from star menu

Hi, I have gained 150 iron ores either with a quest or the explorer found it, I don't remember exactly. It appeared in the star menu as usual, however I can't add it to the mayor's house, it's grey. This happened last week but I did not do anything then, but now it happened for the second time. Can anyone help?

add it to a mine, it is a refill buff

Yep, sounds like a refill buff, so you need to add it to one of your a iron mines, not the Mayor's house.
