Thats not how 2 wave attacks work
The 1st wave is send to kill as much troops as possible so the 2nd wave can clear out the rest, including a boss.
Its not ment to soften up the boss.

They only time you're going to need more than one general, is when you do adventures. You can clear the island with only one.
