How do I get unemployed settlers to work?

I have 68 unemployed settlers but have no idea how to utilise them! Any suggestions?

so each mason or wood camp can only have 1 settler seems like a lot of wasted space and building licences surely there a way to use the settlers whilst your still at lower levels ???

settlers are used by any building u build.

after that make an army out of them and done.

Build a Toolmaker. You only need 40 pine wood planks and 60 stone.

funny...for future reference...you will be complaining of not having enough settlers! So to make more do that from the provisions house. [wishing i had 68 unemployed]
