Mine upgrade failure

Some of my mines refuse to upgrade - the upgrade button is not active, though I have the necessary resources. What's that? Should I report a bug? If positive - how to report, please? (I'm a newbee there)

yea it seems to happen since a few weeks ago usually refreshing/logging on again solves it
