Guild quest problem

Our guild has 94 members. But guild quest says, 35 people have to finish their quests. So 35 cannot be 1/3 of 94. Is 35 number of active (for last two days) players ? Then 1/3 of them should finish the quest, right ? Now we are at 18 people who finished, but quest is not finished.
Could somebody please explain me where is this 35 coming from ? Makes no sense.

Even if ALL 96 people are active (and they are not), 1/3 of that is 32, not 35.

you take the number of how many people must make quest and that's your 80%
