Hardwood foresters - no deposit!

I am trying to set up a hardwood forester but when doing so it says that it cannot give transportation info as there is no deposit. I cannot find a 'deposit' anywhere in any of my sectors though there are plenty of symbols showing hardwood whilst I am looking for a building plot! Am I missing something?? Help!!

this is the result of no hardwood being cut yet. Aka the forrester has nothing to do yet. the second a hardwoodtree gets cut this msg will disolve ;)
