Blocked Quests

Hyia,
Im on level 25 and got the main quests Claim New Lands, More Buffs and Militia blocked, which should have been unlocked at levels 16-17 and 21 if im not mistaken. Could someone help with this? I know of another player who started after me (level 21) and unlocked the quests as usual.

Yep, all 3 of those bugged on the testing server too, along with some others. :(
