Does the duration of buffs stack?

That is, can I use one Solid Sandwich (lasting two hours) immediately after another, for a total duration of four hours, or is the time wasted unless I wait for the first buff to expire before buffing the same building again?

Really? I never heard that. So all the work I did (do) making buildings inactive and the economy neutral when I'm going to be away is for nothing? If this is true it would save me a lot of time...
