No guild quest, buffs placed but not showing,locked quest

Have not had a Guild Quest since the dawn of sin.
Keep placing buffs only for them to vanish,building is not buffed but has taken buff from store.
Still have a quest for level 21 (im 37)
What happened to my 200 cavalry on Stealing from the Rich?
