To add friends in the actual game it appears you have to be on the same server as your proposed friend. ie:
Northisle.
Sandycove.
Newfoundland.

I think you can add friends in this forum from other servers but maybe not in the game, so If you're looking for partners to trade with etc try someone that's on the same server as yourself.

I'm on Northisle. Level 27 as I type this but I expect to be on this level for yet another week or more yet, and I'm a daily player too.
