Locked skipped tasks in quest book

I am lvl26; I progressed quickly by killing camps, ignoring quest book.
Now, I noticed that some tasks are locked e.g. Tactician (First strike units) lvl23 or The sausage piramide (Neither fish nor fowl) lvl 24.
I can't finish them and get reward. What to do?

You are not the only one, MsRaspberry. This is a well-known bug that has been reported many times.

BB are working on a 'hot-fix' which should cure the problem. It's due to be released in a coming update, but no specific date has been given yet. We also haven't been told what that 'fix' will be, but I suspect that it will simply remove these quests from your questbook when you are no longer the correct level to do them.

It has indeed been reported several times, you can read this thread for more information.
The expected fix should have arrived on 21 February but was delayed 1 week
