No, that is licence free
Hmm, I guess I should make a 2nd thread for a Gem Noble, the standard from your build menu has the values as listed in the opening post and as the build costs are resources and not gems, the values stated in theory stand correct.
See this post (http://forum.thesettlersonline.com/threads/24270-I-m-beginning-to-wonder?highlight=noble+residence+deed), in which I specifically mentioned "noble residence DEED" several times, since I was confused about this as well...and still am.
The architect in the black market sells Noble Residence DEEDs. They cannot be bought anywhere else, neither did I ever see the picture anywhere else but the black market.
But, according to the description, the Noble Residence DEED is the one not requiring a building licence. Strangely enough, whenever someone offers a noble residence, you seem to get a noble residence DEED with the picture of an ordinary Noble Residence.
It gets more ugly once you built a licence-free Noble Residence. There's no way to seperate it from the non-licence free Noble Residences anymore.
So suppose you want to delete a Noble Residence....you just have to hope you're not deleting a licence-free one?
Well there is a way to see which is which.
The details of the licence free Noble Residence (aka Noble Residence DEEDS) looks like this:

Notice that the star (or *splat*) arround the Noble Residence icon is missing in the non-license free Noble Residence ;)

Just to be awkward, is there any benefit to the non licence NR? They cost 95 gems and a pack of 10 licences cost 650 so where is the saving?
Noble Residence Deeds are also tradeable and can be had found in the Trade Office for regular resources, which is a huge plus. If one has used every possible license or wishes to save or recover licenses for buildings that absolutely require them then Noble Deeds, gem bought or from the TO, are one of the best options for housing.
Yep, buy licences with gems, and nobles with GC or resources from trade.

The Noble Residence will be level 1 every time you build it. (so if you demolish it and then build it again, it will be level 1 again, regardless of the level when you demolished it)

Yeah, same item, as stated above should apply if you have the icon for it in your star menu
