Can't use Gems?

On the gem item shop I can't buy anything even though I have 600+ gems. The items on there are slightly translucent and it won't allow me to even
click them. I can't even buy items on here that cost fish or easter eggs? It's been like this for a while, I was hoping it'd get fixed but no such luck. Any help for this?

I take it you don't have an open quest?

Sounds as if you have the tools quest. Any quest that requires you to purchase from the merchant will shut it down until the quest is completed.

There is also another quest where you need to buy a "Foreign Settler Family" from the Merchant, please check your quest log.
