Building deeds; not much building taking place

Anyone knows something about building deeds? Tried to find information, but there doesn't seem to be a lot.

My main question is: what conditions must be fulfilled when it comes to placing building deeds?

I keep trying to place them. What follows is an indication of the spot on the map plus the "I start constructing" sound.
Then a few seconds nothing, before the building deed goes back to my star menu.

I happened to find few spots very close to my major house, where the system accepts placing them. Apart from these spots, I keep encountering this strange behavior

There are no conditions you have to be fullfill.

The problem you describe should be solved after logging out and then logging in again. Sometimes I could only place 1 or 2 deeds and then I had to relog again for the others.

Jeez...that's an ugly bug. So you place it, then it seems to have gone back to your star menu. And after relogging on it's placed where you expected it to be.

Still hoping this bug will be solved.....although I start realizing that my island is getting full. There seems to be no use for building deeds (just like those useless roads), so placing them is no longer an option.
