today I have 1800/1800 population limit and 0 unemployed settlers. Then I build 3 more wells and I get no more settlers available sign over them. When I login later, I find all my well now working. I didnt lose any troop and none of my other building colapsed.

Could those be from buildings awaiting Settlers? If so are they just not producing anything?

maybe I didnt mention that I have 165 licence in use and rest of island is filled with working wells. I have 14 building on pause but number drop to -15.

have a problem with negative working settlers about 2 weeks now. its -222 at the min normally the difference between pop and military units.
