Pinewood forester deposit missing

Hi! I have problem placing pinewood foresters it often says that deposit missing, but sometimes it works normally and it functions for a while and then stops working and there reads deposit missing and then it works again. Does anyone know what's the problem?

This might happen if a tree deposit is full, what are the tree deposit levels around your forester?
