Bug for "Join the army" quest?

when i logged in today 2 of the quests that required you to defeat bandit camps on your island completed themselves but for some reason the sub-quest join the army still hasn't unlocked and i'm still unable to complete it.

I`ve finished all sub-quests from the main quest ("The battle"), until the last, "Join the army". This quest requires minimum lv.15 and to complete 2 previous quests (The garisson and First units). Both of them are completed but the "Join to army" is still locked? Any idea?
