If you add settlers while your max population is already reached it gives a notification.

'Maximum capacity reached. You cannot add more Settlers to your storehouse. Upgrade your storehouse to increase your storage.'

For new players this could be confusing since it is implying a bigger storage = bigger population. The text should be changed too:

'Maximum capacity reached. You cannot add more Settlers to your population. Upgrade or build residences for them too reside in to increase your maximum population limit.

This is in fact frequently confusing to new players, while we all learn eventually game text is not always to be trusted when one is new it certainly seems reasonable and people often end up in Help trying to work out what's gone wrong. They did what the pop-up said and yet Settlers still can't be added and no more will come. What to do?

Something like this makes infinitely more sense:

Fortunately most players (not all but most) won't need to be adding settlers from the star menu until they can build bakeries or start to really get stuck into island clearing. By that time they have picked up enough sense to know what it actually means.

Still annoying though I will agree.

The sticky bit is "New Settlers" with it's "Buy the following item from the Shop: Foreign Settler Family - Add Population from your Star Menu to your stock." It can show up as early as level 3 or any time after if your pop drops to 5 or fewer, many of the questions in Help spring from that and it really is just odd that the text is so blatantly wrong. Template though it may be it would benefit from a change.
