help needed

I am new to the game and have made my way to level 8. I have a quest to move settlers from the star menu to my stock. I have tried but it say that I cannot without upgrading but I don't have the resources to do this. I have other quests such as repositioning buildings but it says I can't do this until I complete moving the settlers so it would seem I'm stuck! I guess I'm missing something so can someone help please?

In case you are having trouble with the whisper tab in the chat window.
Click on the whisper tab and you'll see my name, click on that and you'll see my whispers.
Now you can type in the textbox at the bottom of the chatwindow to say hi back :D

update: The provision house was succesfully moved. Completing "New settlers" will have to wait till you can build a residence. You might get the quest "Missing tools" too, not sure if you'll be able to complete that without completing "New settlers" first. If not, you'll have to ignore that one as well.

Also this kind of game question are easier to answer in the help channel. So when you run in to a problem, try asking in help channel first. Most of the times there are people there that are just as willing to help.
