[OPEN] Quest: Incorrect Level range "The Veiled Wilds - Surefooted Escort"

Short description:
One of the requirements of the personal Guild quest "The Veiled Wilds - Surefooted Escort" is "Own 100 Cavalry".
Cavalry can be trained by players when they reach level 23. Unfortunately this quest is given to player with a level between 19 and 25. Meaning not everyone in that level range is able to complete this quest.
