Hi.
I have 4 pinewood forester and 10 pinewood cutter buildings. This makes pine tree production at -4k at the economy overview, and, as a result, many pinewood cutter buildings should stand, as there should be not enough pinewood trees growing. But actually this does not happen, cutters work as normally, and only sometimes stand for a small amount of time. I have stable amount of pinewood in the storehouse.
It is possible that to 1 pinewood, grown by the forester, goes to work many cutters simultaneously, and they all cut 1 pinewood, and all bring wood to the storehouse, using one pinewood.
Possible to fix, and to add some amount of building licenses at the beginning of the game, to fill the possible lack of licenses.
