There are two cases here:
Your population is below maximum population
Currently there seems to be an issue that people are not getting new settlers and your "Unemployed Settlers" count is showing 0.

When you have this problem, you'll have to log out, wait at least 30 minutes (make it 45 minutes just to be sure) and log in again.
I had this problem myself, and these steps solved it for me.
Note: this also has an affect on adding Settlers via your Mayor's House (Retired Bandits, Traveler Families etc)
Your population is above maximum population
The "Weird population count" bug (http://forum.thesettlersonline.com/threads/27110) allowed you to have more population than your maximum population, this was visible by the negative amount stated under "Working Settlers" in the population tooltip. This bug is now fixed, unfortunately this means that the settlers are now calculated correctly and might result in the game actually seeing that you have more population than the maximum. In this case you won't receive settlers till your population is below the maximum.
Note: You might still be unable to add settlers after bringing you population below your maximum, in this case you need to log out for at least 30 minutes (as stated in the case described above)
Things you can do:
Reduce your population by doing adventures, the losses will bring you closer to your max, and eventually below (depending on the amount of losses)
Build more Residences (don't forget there is now 1 Floating Residence available in the Guild Market)
