Make pop up notices appear below the info bar along the top

Each time a notable event occurs it pops up over the information bar along the top.
It's a small thing but can slow things considerably when calculating troops and settlers, having to wait for the messages to disappear each time.

I agree. this is a problem on lower resolution monitors.
