Advanced paper for the Red Cards :(

Hi,

I just started playing about a week ago. Now level 19. In order to make Red Cards to complete the first Event quest, we need Advanced Paper to make Red Cards. How are lower level players supposed to get that? You need to be level 40 for the relevant building. :(

Is the only way via the Trading Office?

You don't need any Red Cards. You can use Foul instead of Red Card.
