Noble residence Dead

Does the Noble residence dead which cost 95 gems in the Merchant menu under architect folder uses building license?
The one we get from the quests is green, and this one in merchant is all brownish...

None of the buildings you buy for gems in merchant use a building license.

And I just wanted to ask why are noble residences dead - I mean, except that I use Magnificient Residences and Frozen Manors for the most?
