Football event resources

Make some possibility to delete football event resources, such as Foul, Tackle, Pass et. from Star menu, if they were not used all. Or give us possibility to exchange them for any other resources... don't want them ro rip in Star menu during 4 years.

They should be able to be deleted from star after next maintenance using the `x'. It was suppose to happen on removal of event according to change log, but for reasons we are not privy too it got postponed.
