Ok so I've completed all the required steps for this quest and all of them have turned green.

The steps are to check the economy overview for pine wood and have three foresters on the island. This quest isn't bringing up an option to complete it :/

What do I do?

yes, this quest has been causing problems, building one more forester than is needed should un-stick it.
If that has not worked, also try refresh.
