New Fish Farms... Tradeable ?

Someone offered me a fish farm in whisper today. Are they tradeable ? or is this a scam ?

With every new item is same, during event is non tradable, after event is tradable (if is unlimited for gems)
same was for impr. store, deerstalker.....

Not all buildings are tradable though, Schools and Floating residences aren't.
