Achievements - Lay of the land BUG??

I am facing the following weird situation:

At Lay Of The Land - in Home Island - in General

I get 54/55 ... I send out the Geologist with the Lucky Find,
& instead of getting 55/55 & win the achievement,
the number gets reduced to 47/55, 46/55 or similar
& eventually adds up Only until 53 or 54/55 before it falls back again to usually 46 or 47/55 ...

it has happened to me Several times ...

You need all deposits, if they are running out you will never complete it. All you can do is put your masons and mines to sleep until you have completed the quest.

I would think the numbers are going down because at that time you have deposits that have collapsed. You need to have all deposits found at the same time, either found or built on. As soon as a quarry or mine collapses, you need to refind it to get the number back up.

is this language the bb is using intentionally confusing, or do they need some good interpreter? ...

So many things around are put in such a way that are Very misleading ...
