Is that from a fairytale? If so then you might want to look again at the stats of that bear, they were rebalanced a few weeks ago (in the PVP patch) to have splash damage.

Yes, they deal splash damage now, which is why you pretty much need to choose whether you want to sacrifice thousands of recruits/bowmen or lose "precious" militia/soldiers.
