quest replacement reindeers...BUG?!?

On the quest replacement reindeers,there is to produce 200 horses. I cant, an i dont know why? I have production 206/12h. And my bar is still grey...can someone help me?

because you reached maximum storage capacity. you need to sell or use some of those horses, because production stops when no storage space
