Free the home zone, main quest.

Hi I'm lvl 36, and under the main quests in free the home zone, it says complete the quest more sectors, you need to be lvl 15 for it to unlock, I'm lvl 36....and it has never unlocked, also in the main quests under light reading is still locked and that says unlocked at level 15 too....:confused:
