quest completion

So I completed a quest, the task box is green saying complete..... but quest does not go green or gain reward. There is no 'tick' box at the bottom to agree to the task as its requsting resources.

Its a waiting quest, called the proposal.

This has happened a few times now and not sure what to do.

The clue is that it is a waiting quest.
A waiting quest is just that, waiting, it is not active and so cannot be completed until it does become active. You get waiting quests when you have not yet completed the active daily quest, or if in a guild, the active guild quest.
Finish the active quest (or cancel it if you wish on daily quests) and the waiting quest will move up and become active, you can then do it.

You must complete ( or cancel) the quest above it before it will complete. It is `waiting' for you to do that ;)
