What are the options for acquiring the PvP buff recipes for the rarity provision house?

I missed the initial release, and again the recent conversion event - is there another event planned?

the rarity prov house recipes have been put back into the merchant, black market tab, for gems
it is always possible they may be available in a future event, maybe xmas, but no guarantee
