the saga continues: collectibles occupy settlers

I've returned to full population and collectibles quest. Every item picked vacated one settler. Killed some recruits in ongoing adventure, returned to pick some more - this time no new settlers appeared.

As much as I can trust my memory with the plethora of features, this is old.
