Advanced Options Quest

This quest is meant to pop at level 10 under the Main Quest "System Functions" but for players who've already done that set it's free floating at the bottom of Main Quests. This isn't much of a problem, just a little confusing for now.

The problem:

There is no "Advanced Options" button in the game.

That whole-cog "Options" button is the goal and opens the new advanced options interface:

The fix: Change the mouseover text on the whole-cog button so it reads "Advanced Options".

I have clicked the cog and opened the drop down menu but the quest is still greyed out,, what am i missing?

you then need to click on the 2nd cogwheel button, top left of the drop down menu
