Nothing in change log about this change, for now is bug
Would have to take a change from pop building to storage building for it not to be a bug, I see no decrease in pop max and no increase in storage which would indicate a intended change.
Its footprint has increased too. It used to be 2x2. When moving it (to make better use of its function as a storehouse), it now requires 3x2 (like a watermill or friary). After moving it away from its original 2x2 spot, it cannot be moved back to that spot anymore.
excuse what might be a stupid question, but I have no idea what the Settlers Headquarters is. Is it called something else? Is this the guild house (the only building I have never built) or something new I'm missing?

Please no-one go with this as a "good idea" based on this post, it looks too much like a bug. Far safer to assume it is a mistake than to guess 'intended' and be wrong.
That said, currently the Settlers Headquarters can also hold a sector.

NB Rebuilt the actual "Island Storehouse" I'd just knocked down to check immediately after getting the pic, this is a bit too hinky to trust outright.

Has room for 20 population
Used as storehouse, although it has no actual storage space
This means it can be used for production time optimisation, as it can reduce travelling time for your settlers.
Can not be traded

It recently acquired storehouse functionality and, upon reporting this, it was decided this will remain, as many players are using the effect.
So, without further ado, here is a short updated description for the Settlers II Headquarters.
Has it been tweaked at all? When the earlier reports were posted it could claim and hold a sector and while it could not be demolished if it was the only "storehouse" in a sector the Move Building option was still enabled and it could be moved. It's that last part that seems potentially sticky.

It fits too. Took a quick spin through Changelogs and caught no official listing for the change but there's mention of the footprint tweak from 2x2 to 3x2 in the Test Server forum dated 03.09.13: HQ changes on test server. (http://forum.tsotesting.com/threads/19198-HQ-changes-on-test-server.)
It was originally a too-pudgy building in a too-skinny space and overlapped a lot of things.

Very Un-Storehouselike behavior, especially from the only "storehouse" in the sector.
While not visible in that shot it seemed perfectly happy to be moved out of the sector it had claimed, though I stopped short of actually *placing* it outside.
As a bug it's a very minor one, while I don't agree with the rational which has been put forward by BB. It's not a game breaker and makes no difference to me if it goes to the bottom of the list of things to be fixed.
The building is staying as it currently is. The footprint does not change. The functionality of storehouse remains.
Sorry if my post confused you, but no changes have been done to the building. I just posted an updated description so everyone can find all the details in one place.
