is there a way to clear a sector without using combat please help me

No, you need to use combat in this game to progress. From lvl 15 you will start making your army, follow this guide to help you know what army to use: settlersonlinewiki.eu/conquest-islands/

If you are in fact trying to do the earlier quest of claim 2 sectors, then you do not need an army, just build a storehouse in the sector north of your mayors house, it has no bandits in it.
